"The purpose of the Regional Planning and Management System is to focus work on the environmental and programmatic priorities as determined by Headquarters, the Region, and the States. The planning and management process is a management system which provides the tools by which we organize the Region's work. It is the means by which we direct productivity, assign accountability, and judge effectiveness.
