Abstract On July 14, 1986, EPA promulgated revised standards for hazardous waste storage and treatment tank system (51 FR 25422). These regulations require that all new and existing hazardous tank systems be provided secondary containment with release monitoring. EPA recognizes that the goal of protecting human health and the environment might be achieved in ways other than secondary containment. Therefore, tank system owners or operators may apply for a variance from the secondary containment requirements of the hazardous waste tank standards. Both risk-based and technology-based variances can be obtained. The document was developed to provide hazardous waste tank system owners and operators information for submitting a request for a variance. It was written in two volumes; Volume 1 covers technology-based variances, and Volume 2 covers risk-based variances. A risk-based variance as discussed in Volume 2, may be granted if the tank system owner/operator can show that if a release occurs there will be no substantial hazard (present or future) to the environment and human health.
