Abstract The report presents projected environmental, cost, and energy impacts of alternative sulfur dioxide (SO2) air emission standards for new industrial fossil-fuel-fired steam generating units. These impacts are measured in terms of the projected change under current versus alternative air emission regulations. The analysis of environmental impacts focuses on changes in levels of air emissions. Cost impacts are evaluated in terms of incremental changes in the total annualized costs for boiler and pollution control equipment capital, operating, and fuel costs. Energy impacts are evaluated in terms of shifts in the demand between fuel types (e.g., coal or residual fuel oil versus natural gas).
