Abstract This report presents the results entitled 'Development of Revised Light-Duty Vehicle Emission Average Speed Relationships.' The two-fold purpose of the program was (1) to perform a statistical analysis of the GM chase-car data, and (2) to establish regressions of fuel consumption and emissions on average speed over driving cycles generated from combined GM and CAPE-10 data. Ten cycles were selected at each of 11 nominal speeds ranging from 5 mph to 55 mph. Hot-start estimates of HC, CO, NOx (all in units of grams per mile), and fuel consumption (in units of miles per gallon) over each of the cycles were obtained for each of 18 model-year groups. The emissions and fuel consumption estimates were regressed on average speed to yield the desired emission-average speed relationship for each model-year group. The equations were then normalized to 19.6 mph, the average speed over the FTP cycle, to yield correction-factor equations. Groups were combined to give composite correction-factor equations for 1975 vehicle population in low-altitude cities and for 1974 vehicle population in high-altitude cities.
