Abstract The technical guidance document has been developed to address some of the technical aspects of contaminated site remediation and redevelopment. The guidance does not represent an advocacy by the U.S. EPA for the use of commercial or residential structures to cover contaminated media. However, at some sites where contamination is marginal or where the primary source of contamination has been removed, it may be technically feasible to build functional structures that can mitigate some of the environmental hazards present at such sites. The document is not a regulation but is intended to help State and Regional personnel in the evaluation of design measures for structural foundations and non-conventional covers at marginally contaminated sites. It provides a body of information on design techniques that could be adopted by facility and operators if EPA or State personnel allow the reuse of marginally contaminated or cleaned-up land for structural purposes.
