Abstract The document presents a state-of-the-art review of available technologies and achievable performance levels in leak detection systems at hazardous waste management units. The review is necessary to establish the best demonstrated available technology (BDAT) for leak detection systems. It provides the critical information considered in developing EPA's regulatory options and describes the criteria used to select among the options. The document also presents a rationale and technical data to support extension of the double-liner system requirements to waste piles, significant unused portions, and certain other units. Lastly, the document presents a comprehensive discussion of the issues, methodologies, and benefits associated with construction quality assurance programs at hazardous waste management facilities.
