Abstract This decision document presents the Selected Remedy for the Rose Hill Regional Landfill Superfund Site, in South Kingstown, Rhode Island, which was chosen in accordance with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and, to the extent practicable, the National Oil and Hazardous Substances Contingency Plan (NCP). This decision document represents the first operable unit of a phased approach to remediate the environmental contamination caused by the Site. The first operable unit is a source control remedy which is intended to prevent or minimize the continued release of hazardous substances, pollutants or contaminants to the environment. The first operable unit will collect data to assess the effectiveness of the source control remedy, assess the need for taking any further response actions under a second operable unit, and assist the State with TMDL predictions for Site-related contaminant concentrations affecting local water bodies. Management of the migration of contaminants to surface or ground water will be based on data obtained from monitoring conducted under the first operable unit and any additional studies that are deemed necessary to further assess Site impacts, characterize the extent of contamination, and assess the need to develop and evaluate alternatives for future actions. This decision is based on the Administrative Record which has been developed in accordance with Section 113(k) of CERCLA and which is available for public review at the South Kingstown Public Library in Peace Dale, Rhode Island and at the USEPA Region I -New England, Office of Site Remediation and Restoration Records Center in Boston, Massachusetts. The Administrative Record Index identifies each of the items comprising the Administrative Record upon which the selection of the remedial action is based. The Administrative Record Index is Appendix B of this Record of Decision (ROD). The Rhode Island Department of Environmental Management has reviewed the various alternatives and has indicated its support for the selected remedy. The State has also reviewed the Remedial Investigation, Risk Assessment and Feasibility Study to determine if the selected remedy is in compliance with applicable or relevant and appropriate State Environmental laws and regulations. The State of Rhode Island concurs with the selected remedy for the Rose Hill Regional Landfill Superfund Site.
