Abstract The NCP is the major framework regulation for the Federal hazardous substance response program. The NCP includes procedures and standards for how EPA, other Federal agencies, states and private parties respond under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) to releases of hazardous substances and under the Clean Water Act to discharges of oil. These revisions clarify the 1985 NCP language, reorganize the 1985 NCP to describe more accurately the sequence of response actions, and incorporate changes based on program experience since the 1985 revisions to the NCP.
