Abstract The U.S. Environmental Protection Agency (USEPA) requires parties conducting environmental monitoring and measurement efforts mandated or supported by USEPA to participate in a centrally managed Quality Assurance Project Plan (QAPP). Parties generating data under this program must implement procedures so that the precision, accuracy, representativeness, completeness, and comparability of their data are known and documented. To meet this objective, a written QAPP must be prepared covering each project to be performed. All project participants, including subcontractors, must follow the procedures and protocols outlined in the QAPP. This QAPP presents the organization, objectives, functional activities, and specific quality assurance (QA) and quality control (QC) activities for the remedial investigation/feasibility study (RI/FS) work being conducted at South Minneapolis Neighborhood Residential Soil Contamination (South Minneapolis) site. This section provides an overall approach for managing the project, including: Project organization, roles, and responsibilities; Problem definition and background information; Project description and schedule; Data quality objectives (DQOs) and criteria for measurement data; Instructions for special training requirements/certification; and Instructions for documentation and records management.
