Abstract In the 1996 Amendments to the Safe Drinking Water Act (SDWA), Congress authorized the Drinking Water State Revolving Fund (DWSRF) program a new funding program to help public water systems make infrastructure upgrades necessary to ensure the continued provision of safe drinking water and help states undertake activities to support their drinking water programs. Under the DWSRF program, EPA awards capitalization grants to states, which in turn provide low-cost loans and other types of assistance to public water systems to finance the costs of infrastructure projects needed to achieve or maintain compliance with SDWA requirements. States are also authorized to set aside a portion of their capitalization grants to fund a range of activities including source water protection, capacity development, and operator certification. This Report to Congress describes the progress that states have made in the DWSRF program since the first grant was awarded in March 1997. The report uses information provided to EPA by states through state fiscal year (SFY) 2001 (June 30, 2001). In its first five years, the DWSRF program has proven to be an important tool in helping states and public water systems address infrastructure needs and public health protection.
