Abstract The Environmental Protection Agency is currently proposing rules that will establish cold carbon monoxide (CO) emission standards. The vehicle emission certification testing will be performed using the Federal Test Procedure (FTP) driving cycle at 20 F ambient temperature. Questions have arisen as to whether the Reid Vapor Pressure (RVP) of the fuel used for the FTP test will have an impact on cold temperature CO emissions. The purpose of the report is to describe the test program used to determine whether the RVP of fuel could affect the CO exhaust emissions of recent technology motor vehicles tested at 20 F ambient temperature.
