Abstract The report summarizes beneficial and adverse environmental impacts of implementation of the September 13, 1979, criteria for the classification of solid waste disposal facilities and practices. It describes the regulation and results of impact analyses and discusses the legal basis and purpose of the regulation and its relevance to other federal laws. It also evaluates alternative regulatory actions and their environmental and economic impacts. Appendices include text of the criteria; methodology for determining economic impact; selected industrial studies; current types, quantities, and conditions of disposal facilities; state administrative cost associated with the conduct of the inventory; sludge data for POTWs in sample set; 1977 update to the 1976 waste age survey; landfill gas incidents background material; acronyms and glossary of terms; references; and bibliography.
