| Abstract |
Fiscal Year 1985 was a turning point for the national compliance and enforcement program, both for EPA and the States. It was a year in which state and federal environmental civil, criminal, and administrative enforcement actions and inspections were undertaken at record levels. More important, however, it was a year of putting in place more systematic approaches to managing EPA's compliance monitoring and enforcement programs to ensure more stable, predictable and timely responses to violations and assuring effective deterrence to future violations. This report summarizes the accomplishments EPA and the States have made in FY 1985: (1) building a stable and predictable national enforcement program: (2) undertaking key enforcement initiatives: (3) improving strategies for compliance and enforcement: (4) achieving successful resolution of significant violations and record levels of enforcement and inspections; and (5) establishing legal precedents and achieving favorable settlement of key cases. |
