Abstract Every year, the Environmental Protection Agency disburses over $600 million to help support states implement federal programs like the Clean Water Act, the Clean Air Act, and the Resource Conservation and Recovery Act. EPA's Pollution Prevention Grant Guidance, in effect since November of 1992, provides states with the flexibility to use these funds to support multimedia, pollution prevention initiatives to the extent permitted by statute or regulation. This report: summarizes the goals of the pollution prevention grant guidance; describes state pollution prevention projects in Maine, Massachusetts, New York, Ohio and Alaska that are being supported through federal grant flexibility. Also included are contacts in EPA regions and states for readers who would like more information about these innovative projects; summarizes the obstacles and opportunities that regional and state staff have encountered in developing these projects in particular, and in applying the pollution prevention grant guidance in general; includes a copy of the grant guidance and the definition of pollution prevention; identifies the staff person responsible for coordinating implementation of the guidance in each region.
