| Abstract |
The manual spells out in simple and direct language what an Air Pollution Control Agency can or ought to do during an air pollution emergency from a gas release due to an accident in order to help minimize its impact upon the people and economic life of the community. The manual includes a standard operating procedure developed from the cumulative experiences of public officials and the scientific and technical community from all parts of the country. Furthermore, it contains background on hazardous material, probabilities of occurrence, probable mechanisms and causes, prediction of danger and safety zones, and typical case histories. As currently viewed, the legitimate role of an APC agency in accidental episodes is that of support through its capabilities in the following areas: air quality surveillance; and estimate of hazard area. The manual is presented in two related but self-contained parts: Part I. Contingency Action Guide for Air Pollution Control Agencies; Part II. Contingency Action Guide for Local Communities.
