Abstract |
Federal legislation on water quality requires development of area-wide waste management organizations. Currently being considered are changes in existing legislation which would integrate planning and management efforts across water pollution, air pollution and solid waste programs. No area-wide environmental management organizations currently exist, and there is little information available which suggests how they might be formed. Case studies of existing arrangements for environmental management can suggest potential alternatives. The Metropolitan Council in the Twin Cities area has aroused interest as an organization already possessing much of the authority for area-wide environmental planning and management and capable of expanding. The report discusses its operations. |
