Abstract

This document presents the findings of studies of the organic chemicals and plastics and synthetic fibers manufacturing point source category for the purpose of developing effluent limitations guidelines for existing point sources. Effluent limitations guidelines proposed herein are for 'best practicable technology', 'best conventional technology', and 'best available technology', new source performance standards and pretreatment standards as required under Sections 301, 304, 306, 307, and 501 of the Clean Water Act (the Federal Water Pollution Control Act Amendments of 1972, 33 U.S.C. 1251 et seq., as amended by the Clean Water Act of 1977, P.L. 95-217 (the 'Act')), and as required under the Settlement Agreement in Natural Resources Defense Council, Inc. v. Train, 8 ERC 2120 (D.D.C. 1976), modified 12 ERC 1833 (D.D.C. 1979), and modified again by order of the court dated October 26, 1982.
