Abstract This critique presents a review of the theory of time use in consumer behavior and applies this review to an evaluation of time and location assignment procedures for population units in the Social Sector of the River Basin Model. Time allocations in this model serve to describe population unit work, travel, and leisure behavior, and to link them to the operations of other sectors through spatial movements, flow of goods and services, and participation in institutional activities. The objective of the simulations contemplated by the model is the identification of the impacts of man's activities on his environment.
