Abstract EPA is issuing a rule to reduce hazardous air pollutants (HAPs) emissions from existing and new industrial boilers and process heaters that are major sources. This rule is a National Emission Standards for Hazardous Air Pollutants (NESHAP), and will reduce HAP emissions by requiring affected industrial boilers and process heaters to meet emissions limits in order to comply with the Maximum Achievable Control Technology (MACT) floor for these sources. This MACT floor level of control is the minimum level these sources must meet to comply with the rule. The major HAPs whose emissions will be reduced are hydrochloric acid, hydrofluoric acid, arsenic, beryllium, cadmium, and nickel.
