Abstract This report describes techniques that can be used to estimate three MOBILE2 input variables: speed, average miles driven per day per vehicle, and air conditioning usage as a function of ambient conditions. These techniques are needed so that users from state and local agencies can use MOBILE2 to produce mobile source emission factor estimates appropriate to their particular area.
