Abstract The study was initiated in response to the January 2, 1988, release of approximately one million gallons of diesel fuel from the Ashland Oil Facility in Floreffe, PA, and the subsequent contamination of the Monongahela and the Ohio Rivers. The spill was caused by the tank flowed over the surrounding dike and found its way into the Monongahela and Ohio Rivers. As a result of the spill, fifteen water intakes were shut down, water supplies to over 2.7 million residents were disrupted, schools and businesses were closed, and thousands of fish and waterfowl were destroyed.
