Abstract

A methodology was proposed to assist in the selection and ranking of politically feasible water resource planning alternatives. Because all the separate objectives or goals included in each alternative plan often cannot be expressed in the same units, such as dollars, the particular alternative plan deemed most desirable was a political decision. Methods for generating and ranking politically feasible alternatives were in eliminating from detailed consideration those alternatives that were clearly politically non-optimal. Results illustrated how a probabilistic form of indifference analysis could be used to identify and quantify important goals and to define the trade-offs between goals. The approach provided a means of incorporating a policy maker's preferences into a systems analyses of various water resources planning alternatives.
