Abstract The report presents the results of a study which examined water quality management planning in nonmetropolitan areas. It presents recommended improvements reflecting both national policy and the diverse problems of these areas. The objective of the study was to assist EPA in adapting its requirements more closely to nonmetropolitan problems and to prescribe appropriate roles for other Federal and state agencies and substate planning and development organizations in the process. Three States - Oregon, Wisconsin and South Carolina - were selected, each containing several nonmetropolitan substate districts, and representing different intergovernmental approaches to water quality management planning and a significant amount of program activity by the four Federal agencies involved. They also presented sufficient commonality to provide valid general conclusions.
