Abstract The report, intended primarily for EPA enforcement personnel, outlines specific sampling and analysis methods to determine compliance with EPA policy on the cleanup of PCB spills. The sampling and analysis methods can be used to determine the residual levels of PCBs at a spill site following the completion of cleanup activities. Although the methodologies outlined in this document are applicable to PCB spills in general, specific incidents may require special efforts beyond the scope of this report. A sampling design is proposed for use by EPA enforcement staff in detecting residual PCB contamination above a designated limit after a spill site has been cleaned. The proposed design involves sampling on a hexagonal grid which is centered on the cleanup area and extends just beyond its boundaries. Quality assurance (QA) must be applied throughout the entire monitoring program. Quality control (QC) measures, including protocls, certification and performance checks, procedural QC, sample QC, and sample custody as appropriate, should be stipulated in a QA plan.
