Abstract In response to widespread public concern about the condition of the Nation's waters, the U.S. Congress enacted landmark legislation in 1972. Successive amendments to the CWA of 1972 (the Clean Water Act of 1977 and the Water Quality Act of 1987) have brought about stronger environmental laws to protect the Nation's waters, one of it's most valuable resources. The water quality standards program is one of the cornerstones of the CWA. Through the program, the States set water quality standards for waters within their jurisdictions. Water quality standards define a use for a waterbody and describe the specific water quality criteria to achieve that use. Water quality standards also contain antidegradation policies designed to protect improvements in water quality. The publication explains key features of the water quality standards program, in question and answer format, and is intended to provide general information to the public about the program.
