Abstract The Administrator's Conference on Trading was designed to broaden general understanding of point/nonpoint source pollution trading. Water quality managers came together to exchange views and impressions on the utility and applicability of pollution trading as a way to meet Clean Water Act goals and promote effective use of water quality management resources. Conference participants were asked to identify factors that encourage or discourage trading. They were also asked to suggest ways in which trading could play a larger part in the water program overall and become an integral component of water quality management. Many of the regulatory, administrative, and legal aspects of trading were discussed, as was the need for additional information and education. Finally, participants were asked to suggest specific watersheds where trading programs could be implemented on a pilot basis.
