Abstract Air quality criteria are an expression of the scientific knowledge of the relationship between various concentrations of pollutants in the air and their adverse effects on man and his environment. They are issued to assist the States in developing air quality standards. Air quality criteria are descriptive; that is, they describe the effects that have been observed to occur when the ambient air level of a pollutant has reached or exceeded specific figures for a specific time period. In developing criteria, many factors have to be considered. The chemical and physical characteristics of the pollutants and the techniques available for measuring these characteristics must be considered, along with exposure time, relative humidity, and other conditions of the environment. The criteria must consider the contribution of all such variables to the effects of air pollution on human health, agriculture, materials, visibility, and climate. Further, the individual characteristics of the receptor must be taken into account. The particulate matter commonly found dispersed in the atmosphere is composed of a large variety of substances. Some of these--flourides, beryllium, lead, and asbestos, for example--are known to be directly toxic, although not necessarily at levels routinely found in the atmosphere today.
