Abstract EPA encourages facility owners and operators as well as state, tribal, and local governments to get to know and collaborate with communities from the beginning of the site exploration process. Early collaboration can stimulate creative solutions to concerns and facilitate site selection and permitting. At the request of the Waste and Facility Sitting Subcommittee of the National Environmental Justice Advisory Council (NEJAC), this booklet has been developed for industries and for government agencies that interact with communities when hazardous waste facilities are sited. It offers examples of quality of life concerns raised by environmental justice communities when facilities are sited. However, the primary purpose of this booklet is to share experiences and creative mechanisms that have been developed in order to work effectively with communities, as well as encourage businesses and government agencies to address community concerns early, collaboratively, and compassionately.
