Abstract Section 112(g) of the Clean Air Act ('the ACT'), as ammended in 1990, requires control technology determinations for 'modifications' to plant sites that are major sources of hazardous air pollutants (HAP). Under 112(g) pollutants are designated as either 'threshold' or 'non-threshold' since emission increases in pollutants for which 'no safety threshold for exposure can be determined' can only be offset by corresponding decreases in emissions of similar pollutants.
