Abstract

The appendix of Saving Bays and Estuaries is: A Primer for Establishing and Managing Estuary Projects. The Primer, which describes the National Estuary Program's origin, statutary provisions, and approach, is designed for EPA's program and Regional offices, coastal States, and other interested parties. For more information, contact an EPA Regional office. Section 320 of the Clean Water Act provides for the development of Comprehensive Conservation and Management Plans (CCMPs) for estuaries of National significance. To ensure the greatest return on resources spent, it is often necessary to document the economic benefits associated with alternative management strategies.
