Abstract The research discusses the possibilities for revising Federal Government procurement specifications to provide incentives for reducing solid waste. The extent of Federal direct purchases relative to domestic use was a primary consideration in the selection criteria. Disposal problems and the technical feasibility of including recycled materials in procurement specifications were also considered. The oppurtunity areas selected for in-depth evaluation were paper and paperborad, metals, glass, and rubber. Alternative scenarios were developed to assess the impacts of changing specifications for linerboard. The report concludes that changing government specifications for paper products, especially those used in packaging, offered the best opportunity for solid waste reduction.
