Abstract Federal, state, and local enforcement agencies will require accurate, portable, and relatively inexpensive instruments and methods for effective compliance monitoring of volatile organic compound (VOC) emission sources. This report presents the information gathered on the performance characteristics of these instruments and methods. A survey of instrument manufacturers resulted in information on the cost, weight, and performance characteristics of four categories of portable instruments: ionization detectors, infrared detectors, combustibles analyzers, and miscellaneous instruments. Most of the identified instruments are currently used to detect process leaks. With relatively minor modifications, however, many of the instruments could be used to determine compliance.
