This guide has been prepared to assist auditors with the Environmental Protection Agency (EPA), Office of the Inspector General (OIG) and Independent Public Accountants (IPAs) or State auditors under contract with the OIG in selecting EPA construction grants for final audits; and for conducting the audits. The guidance provides an insight into the: (i) life cycle of a construction grant; (ii) terminology frequently used in the program; (iii) applicable regulations; and (iv) principal considerations in selecting and performing final audits (or reviews). |
