Abstract The Area Contingency Plan (ACP) has been prepared under the direction of a Federal On-Scene Coordinator to provide guidance to response personnel working with any federal, state, or local agency and any private corporation. The plan provides for the coordination and direction of federal, state, and local response systems and encourages the development of local government and private capabilities to handle discharges and releases of oil or hazardous substances to the environment. The second volume of the ACP contains the Area-specific portions of the plan. Volume II is organized according to the OPA section 4202 statutory requirements for ACPs for the entire inland area of Region I.
