Abstract In Section 169A of the Clean Air Act as amended August 1977, Congress declared as a national goal 'the prevention of any future, and the remedying of any existing, impairment of visibility in mandatory class I Federal areas which impairment results from manmade air pollution. Mandatory class I Federal areas are national parks greater in size than 6000 acres, wilderness areas greater in size than 5000 acres and international parks that were in existence on August 7, 1977. This section required the Environmental Protection Agency (EPA) to promulgate regulations requiring States to develop programs in their State Implementation Plans (SIPs) providing for visibility protection in these areas. EPA promulgated these regulations on December 2, 1980. The report summarizes the progress made to date in developing and implementing the interagency monitoring network which supports the effort, Interagency Monitoring of Protected Visual Environments (IMPROVE).
