Some countries have found dispersant use to be an effective way of limiting the environmental damage that may be caused by an oil spill, while other countries favor the use of alternative response methods ... This paper summarizes the information on issues concerning dispersant use: the obstacles (general and specific) to dispersant use, the key issues of the environmental debate, and the operational requirements for effective dispersant use. The aim of this paper is to identify the key elements of these complex issues and to stimulate professional debate so there can be further policy development in these areas"--Abstract |
