| Abstract |
The 15-acre Osborne Landfill site is an inactive abandoned coal strip mine in Pine Township, Mercer County, Pennsylvania. The site is in a semi-rural area with a large natural pond, woodlands, and wetlands bordering the site to the west. The shallow Clarion aquifer is present east of the strip mine highwall. The portion of the aquifer that formerly overlaid the site was excavated during stripping activities. From the late 1950s to 1978, contaminated spent foundry sand and other industrial and municipal wastes were disposed of into the pit. Other wastes including trash and drums containing solvents, wastewater, and coolants, were disposed of onsite. The site holds an estimated 233,000 cubic yards of fill material. EPA has divided the remedial action into five operable units. The ROD addresses the remaining three operable units. The primary contaminants of concern affecting the sediment and ground water are VOCs including benzene and TCE; other organics including PCBs and PAHs; and metals including arsenic, chromium, and lead. |
