Abstract

Volume I introduces the criteria document, explains the rationale behind combining the criteria for particulate matter and sulfur oxides, and briefly summarizes the content of the entire air quality document. However, for a fuller understanding of the health and welfare effects of particulate matter and sulfur oxides, the materials in Volumes II and III of this document should be consulted.
