Abstract June 26, 1990, Jeff Sullivan, Dow Chemical Product Manager for 1,1,1 Trichloroethane (1,1,1), reviewed his options. Jeff knew that despite his efforts, impending regulations might soon drastically reduce his business. Ratification of the London Amendments to the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer was expected by the end of the week. Previous protocol negotiations had focused on chlorofluorocarbons (CFCs), yet 1,1,1 could be added to the phase-out schedule because of its ozone depleting properties.
