Abstract Engineering for cover over solid hazardous waste addresses complex interactions among many technical, environmental, and economical factors. The document emphasizes the special characteristics of solid waste management as they bear on the cover system while at the same time stressing the need for engineering experience to integrate the complex factors into the traditional engineering approach. Cover systems typically consist of two to four layers of soil and other materials and resemble a highway pavement system in many respects. This similarity facilitates the preparation and use of construction and maintenance specifications, examples of which are provided. Engineering analyses and design techniques are discussed for percolation, erosion, stability, flooding, freezing, and settlement. Finally, guidance is provided on methods of maintenance and repair over the unusually long design life of a solid waste disposal facility.
