This article relates some of the history surrounding beverage container deposit legislation in New York and then considers several key topics: mechanics of the law; return rates; container mix; the situation in New York City; the role of distributors; third-party sorting operations; unresolved problems; proposals for change; and the connection among deposit legislation, broader solid waste management and recycling planning efforts. |
