Abstract The manual was prepared for State and local government officials, local emergency planning committee (LEPCs), and other community groups that want to make Title III work. It is intended as a practical guide for those who have little or no previous experience in the field of communication, whose time must be snatched from home and office, and whose resources are limited. The manual has three major sections: Part I discusses planning, which is vital to the success of a communication program; Part II suggests ways to get and keep people involved, especially important because Title III affects so many different sectors of the community; Part III, a how-to-do-it section, talks about specific tasks, such as giving a speech or writing a press release. Appendices include a detailed explanation of the law, a glossary, a list of recent studies related to Title III communications, a list of educational materials, and a list of State contacts.
