Abstract The U.S. Environmental Protection Agency is currently funding three major water quality management planning efforts for the coastal waters in the New York-New Jersey-Connecticut region: The Long Island Sound Study; The New York-New Jersey Harbor Estuary Program; and The New York Bight Restoration Plan. Each of these efforts is overseen by a Management Conference established by the Administrator of the Agency. Since the Sound, Harbor, and Bight function, in many respects, as a single ecosystem, and since the regulated community will be required to implement provisions contained in all three plans, there is a compelling need for inter-plan coordination. For this reason, on March 12-14, 1990, the Management Conferences, in conjunction with Manhattan College and their 50th anniversary of environmental engineering, sponsored the regional conference: (Cleaning Up Our Coastal Waters: An Unfinished Agenda.) The ultimate purpose of the conference was to guide the continued deliberations of the Management Conferences overseeing the Long Island Sound Study, the New York-New Jersey Harbor Estuary Program, and the New York Bight Restoration Plan.
