Abstract This report is an evaluation of air pollution potential associated with the proposed Hampton Roads Energy Company Petroleum Refinery to be located at Portsmouth, Virginia, and was prepared for the U.S. Environmental Protection Agency. Emission estimates in this report reflect the use of best available control technology for both fugitive and point sources. The report analyzes particulate, sulfur oxides, nitrogen oxides, and hydrocarbon emissions. The estimate of emissions from the refinery complex includes the unloading of crude tankers, and the loading of product barges at the marine facilities. Calculations by the refinery contractor (Foster Wheeler Energy Corporation) are reviewed.
