Standards of performance to control fugitive emissions of VOC from new, modified, and reconstructed Synthetic Organic Chemical Manufacturing Industry (SOCMI) process units were proposed on January 5, 1981 (46 FR 1136). This document contains the data and methodologies which EPA believes most accurately characterizes SOCMI fugitive emission rates of VOC, effectiveness of control techniques, and control costs. |
