Abstract This report assesses the potential consequences of accidents involving commercial explosives. The analysis includes the identification and evaluation of existing listing and classification systems, along with any applicable criteria; review of existing regulations and codes dealing with commercial explosive materials; analysis of histories of accidents involving commercial explosives; and modeling potential consequences of overpressures and heat generation of commercial explosives. The results of this report may be used to support regulatory and non-regulatory objectives of EPA under the Superfund Amendments and Reauthorization Act (SARA) Title III 1986 and the Clean Air Act Amendments (CAAA) 1990.
