Abstract The Industrial Pollution Prevention Project (IP3) Focus Group was requested by EPA to provide specific recommendations on how best to promote industrial pollution prevention through the effluent guidelines process. In response to that request, the Group makes the following recommendations to EPA: To promote more industrial pollution prevention, the effluent guidelines process must (1) be more flexible, (2) address all media, and (3) impart a pollution prevention mindset to everyone throughout the effluent guidelines process. To accomplish this, EPA should adopt a specific new approach to the development and achievement of Best Available Technology (BAT) limits.
