Abstract EPA is providing states with guidance on designing an energy efficiency and renewable energy set-aside because a well-run set-aside program may lower the costs of compliance of a states NOx mitigation strategy, and because additional environmental benefits could accrue to the state. By including an energy efficiency and renewable energy set-aside in a states NOx Budget Trading Program, states can play an active role in encouraging new investment in energy efficiency and renewable energy. An energy efficiency and renewable energy set-aside can accelerate the voluntary adoption of energy efficient and renewable energy technologies by presenting an important opportunity for electricity end users including, energy service companies (ESCOs), commercial businesses, building owners/operators, equipment manufacturers, and federal, state and local government agencies. The draft guidance Creating an Energy Efficiency and Renewable Energy Set-Aside in the NOx Budget Trading Program: Designing the Administrative and Quantitative Elements is the second of three documents that EPA is issuing to help states design and implement an energy efficiency and renewable energy set-aside1. It is intended to assist states that have reviewed the information and recommendations in the first guidance document, Creating an Energy Efficiency and Renewable Energy Set-Aside in the NOx Budget Trading Program: Establishing a Set-Aside, and have decided to include an energy efficiency and renewable energy set-aside as part of their NOx mitigation strategy.
