Abstract Executive Order 12291 requires the preparation of a Regulatory Impact Analysis (RIA) on all new major federal regulations. The goal of an RIA is to develop and organize information on benefits, costs, and economic impacts so as to clarify trade-offs among alternative regulatory options. This paper outlines explicit methodology for assessing the technical potential for risk-risk tradeoffs. The strategies used to cope with complexities and uncertainties in developing the Disinfection By-Products Regulatory Analysis Model are explained. Results are presented and discussed in light of uncertainties, and in light of the analytical requirements for regulatory impact analysis.
