Abstract This document is a product of a Technical Workgroup established by the U.S. Environmental Protection Agency (EPA) to assist them in developing temperature criteria guidance for EPA Region 10. The purpose of the EPA guidance is to help Pacific Northwest states and tribes adopt water temperature standards that meet the biological requirements of native salmonids (Pacific salmon, trout, and char) species for survival and recovery pursuant to the Endangered Species Act (ESA), provide for the protection and propagation of salmonids under the Clean Water Act (CWA), and meet the salmonid rebuilding needs of federal trust responsibilities with treaty tribes. The project focuses on salmonids because the ESA, CWA, and tribal treaties all address the protection and/or restoration of salmonids. Additionally, this approach is scientifically sound since salmonids can also be viewed as umbrella species that are indicators of the biological integrity of aquatic ecosystems in the Pacific Northwest. Where salmonid populations are healthy, habitat conditions are apt to be suitable for other native aquatic species as well.
